To “finally break the poverty trap,” as Reagan stated in his 1987 State of the Union Address, he signed the Family Support Act on Oct. 12, 1988. [5] The Act required states to establish and operate a Job Opportunities and Basic Skills program (JOBS) to assure needy families with children obtain the training and employment necessary to avoid long-term welfare.
